Repair-Volume DISM / SFC

  1. You run a Repair-Volume (-Scan or -OfflineScanAndFix) to make sure that the file system isn’t stuffed up
  2. You run the DISM against the online Windows Update option to fix the store that SFC checks against
  3. then run SFC to check the system files

They all build on each other, so you shouldn’t use them out of order or skip a step.

Also, on many systems, SFC will report that it has “repaired” something, but if you check the log, it’s just some Windows Defender files. This is a known issue (SFC tries to roll back some engine / definition files that then immediately get updated again). Always check the log to see what it’s actually been repairing. If it’s damn near every file on the system you probably have a bad disk if it’s just Defender it’s done nothing of note.
